Sometimes a quieter underlining is a good way to be heard and highlight things. Sometimes a shout is the only way to stop and get the point across with the emphasis you need. So both are effective in their own right. A picture can also attract attention by shouting or whispering. 

A visual work sends messages to its viewer that each hears and experiences in their own way, sometimes with a strong and startling effect and sometimes seemingly silent, letting the whispers gently meet its viewer, awakening and being heard only in thoughts.
