Why Helsinki for green hydrogen?
Green hydrogen is only as clean and as cheap as the electricity behind it, and this is where Helsinki’s case is strongest. After all, power makes up the bulk of hydrogen production costs. In 2025, 96% of Finland’s electricity production was carbon-neutral, and the country had the lowest wholesale electricity prices in the EU.
On top of that, Helsinki offers something most locations can’t: a live, operating example of integrated hydrogen in the Helsinki Hydrogen Hub. Here, production, heating, and transport are linked and the waste heat is recovered into the district heating network rather than lost.
Finland’s national ambition reinforces the local opportunity: the government has resolved that Finland could produce at least 10% of the EU’s emissions-free hydrogen by 2030, backed by infrastructure plans, funding, and R&D incentives. Add University of Helsinki, Aalto University, VTT, and an active hydrogen cluster, and Helsinki becomes a place where clean electricity, real infrastructure, and research depth line up.
Collaborate with the Helsinki Hydrogen Hub (3H2)
The Helsinki Hydrogen Hub, known as 3H2, is the centrepiece of the city’s hydrogen offer and a genuine first: it combines four sectors (electricity, transport, heating, and hydrogen) along with the flexibility to move between them.
The project is designed to bring international companies in to collaborate on hydrogen solutions. The pilot plant has a capacity of approximately 3 MW and produces hydrogen using renewable electricity, making the production process emission-free. The hydrogen is intended primarily for heavy transport via an adjoining filling station, with the option to deliver to customers in containers.
Critically for efficiency, the waste heat from production is fed into Helen’s district heating network, pushing the plant’s overall energy efficiency above 90% and cutting CO₂ emissions by an estimated 3,700 tonnes a year.
Helsinki’s climate goals and the role of hydrogen
Green hydrogen sits at the centre of Helsinki’s climate strategy. The City’s current target is to cut direct greenhouse gas emissions by 85% by 2030 against 1990 levels, with emissions and carbon sinks brought into balance by 2040. Reaching that means replacing combustion-based energy across heating, industry, and transport – exactly the hard-to-electrify sectors where hydrogen does its most valuable work. The city has already moved fast on the supply side: Helsinki closed its last coal plant, Salmisaari, on 1 April 2025, clearing the way for clean alternatives including hydrogen. For investors, this is a market with policy momentum behind it rather than a speculative bet.

On tax, a 150% deduction applies to R&D subcontracting costs paid to recognised research organisations (tax years 2022–2027), and a 20% tax credit is available for large net-zero investments including green hydrogen, up to €150 million per company. Finland also has a national goal to raise R&D spending toward 4% of GDP by 2030.
On the research side, Helsinki gives companies access to University of Helsinki, Aalto University and the VTT Technical Research Centre of Finland, plus Hydrogen Cluster Finland, a community of around 90 companies and business associations driving the national roadmap. The combination is built to help international ventures pilot, develop, and scale.
